Persona 5: Royal has a host of bosses for players to overcome all with their own issues and sins. While some villains in the series are tamer, others are nothing short of unforgivable. This helps push the Phantom Thieves agenda along and exposes some of the worst parts of society.

The criminals, for the most part, commit realistic crimes that are seen in everyday society. With all of the bosses available in the game, though, who is the worst?Let's takea look at all the villains in the game and rank them according to who has the most unforgivable acts.
10 Maruki
Maruki is a bit harder to gauge since he has pure intentions and only wants to make the world a better place. Even so, he does change reality and rewrite memories. Whether this is wrong or not is completely up to the player, and you can even choose an ending where Maruki erases all pain, and Joker lives happily with all of his friends and Akechi.
The problem is that Maruki would rather people do what's comfortable instead of what's best for them.
9 Sae
Sae, for the most part, isn't a horrible person, but she does become distorted enough to think of Makoto as a nuisance. She also is obsessed with winning over actually capturing criminals. One of the main reasons she hates the Phantom Thieves is because they took down criminals she wasn't able to touch, and that hurt her chances of a promotion.
Her palace even reveals that she is willing to cheat to solve a case.
8 Shadow Wakaba
Futaba herself isn't really a villain, but shadow Wakaba is a whole other story. In Futaba's palace, Wakaba tells Futaba how much she hates her and how it is her fault that she committed suicide. This is understandably horrible for a young girl to hear. She even encourages Futaba to take her own life as atonement for the fake sins.

Wakaba is eventually confronted by Futaba herself and tells her that she should die.
7 Madarame
Madarame is a man who literally watched as Yusuke's mother died on the floor in front of him. He then stole her art piece and took Yusuke on to help cover up his theft. He also sought out talented and vulnerable artists to have a constant stream of great works coming out under his name. He even convinced Yusuke that this was a normal part of the art world.
Some of Madarame's pupils committed suicide or became homeless after they left him.
6 Kaneshiro
Kaneshiro is a pretty sorry excuse for a human who literally covers up his shortcomings by trying to buy everything. For the most part, he doesn't even commit crimes himself but instead sends those under him to seek out highschoolers to blackmail into drug trafficking. He even forces women like Makoto into prostitution for the sole reason of ruining their lives.
Kaneshiro himself hides away and never really confronts the victims of his crime other than Makoto.
5 Okumura
Okumura is another disconnected villain that is shown keeping himself safe and never confronting his actions. He never interacts with his companies employees and only sees them as numbers. The more regulations he sends down the latter, the worse the worker's lives get. Okumura doesn't seem to care about that or selling Haru off for a political marriage.

The way he sees it, everyone should just follow what he says and provide results.
4 Akechi
Akechi is a difficult villain to gauge as he is a child who has been manipulated by his father. His want for revenge leads him to murder people on Shido's orders. This helps him get close to his father and slowly drives him even madder. Despite the murders he carries out, he ends up saving the Thieves and willingly turns himself in to the police in Royal.
Akechi is still twisted but is the only villain to show regret on his own.
3 Yaldabaoth
Yaldabaoth impersonated Igor and split Lavenza in half. He provided Akechi is Persona in order to push him towards a path of murder and Joker a Persona to see which of them would end. While he isn't human and is fueled by curiosity, he is the reason for Akechi's descent into madness and likely the reason he didn't awaken while helping the thieves.
He also wants to merge the metaverse and see's humans as nothing more than herd animals.
2 Kamoshida
Kamoshida sits high on the list because, unlike many of the other villains, he was personally involved with all of his victims. He forced himself on women, force a girl to commit suicide, assaulted students, and leaked vital records. He even blackmails Ann with Shiho in order to force the young girl into a sexual relationship with him.
All of this was simply because he enjoy having control over others and views women as objects.
1 Shido
Shido knew that Akechi was his son and enjoyed using him even more because of that. He had Wakaba killed to further his career who he knew, murdered his friends, and wants to control the country. He even fights to the very end and poisons himself in order to try and deflect the change of heart. At the beginning of the game, he was also revealed to have pressed charges on Joker.
This occurred after he was confronted by Joker when trying to force himself onto an innocent woman.
